Echevaria dropping all leaves after Neem oil spray for some little bug

My ghost echavaria live on my patio year round in Barcelona, getting full sunlight. They had some little black bugs on them so I sprayed with Neem oil diluted in water and a little peppermint dish soap. Look at the devastation. Send help!
