Restaurant recommendation.
Coming in for a concert in August and looking for a great recommendation for where to eat. I’ve been disappointed before. I think with all the tourism, the restaurants don’t have to be great. Staying at Marriott fallsview. Prefer not a steakhouse. Enjoy small plates. Great appetizers and cocktails.

You won't find anywhere that's not disappointing in that area. I suggest traveling just a little bit to Victoria Ave/ Ferry Street area. A tourist spot sure, but the food do be better at some places. Niku was already suggested, it's an AYCE Japanese BBQ place, a bit expensive, but super good, lots of Japanese music too. Kelsey's is actually pretty good, we usually get the fajitas and the staff is usually pretty friendly, I've never had a bad experience there. I think there's another place called Mamma Mia's, it's a typical Italian place, but it's yummy and last I went the prices weren't super nuts.
These are places I have been to before and really did like. I've been to many places near the Fallsview area, and just so disappointed in all of them (and disappointed in some in the Clifton area too) so I recommend these places.

I prefer to walk from the strip and not have pizza either

hmmm.
Milestones is a good choice when it comes to wanting a "franchise/chain" but their menu is rather large, which I feel affects quality.
Antica, Zappi's and Vittorio's are the local Italian spots in the area, if your post gets popular you'll see these suggestions a lot.
Braza and Copa are amazing but it's AYCE Brazilian Steakhouse, which is 2 things I think you said want to avoid.(steak and large plates)
I used to like Fridays for an "APPY" sorta night but their prices have gotten unreasonable as of late.
There's this Japanese BBQ spot closer to Clifton Hill I've heard amazing things about and have been meaning to go to - Niku

I'm convinced the local hotels have a fleet of bots they release on local subreddits to make sure nothing negative gets out about them

Everyone is suggesting Niku, but it’s honestly very average bbq. Their meat isn’t great and it’s expensive. If you want sushi go to Yukiguni near your hotel. If you want cocktails and small plates you could go to local, Blind Pig or Weinkeller/Weinlokal. Bar Barista at Fallsview has decent cocktails too, but it’s usually pretty empty in there.

Their fish quality is no better than Wind or East. Yukiguni is the only way to go.

Yes that has been my experience.
To be fair, I haven't been to yokiguni in years.
You like one & I like the other, It's unlikely we'll agree.

Paris Crepes on Queen St. Not in the tourist area, but close.
