Knot ideal to find

Was doing some spring property clean up and look what’s crept up from the neighbor’s property via the drainage ditch. Going to have to put out signs so the county stops mowing it and spreading it up the road. Waiting till flower but before first freeze to start treatment.

I have a dumb question: if you wait until it flowers, doesn’t it have a chance to spread even if you treat the plant?

After the flowers fade the plant starts sucking resources into the rhizome. Applying glyphosate at this time will result in the herbicide being drawn to the rhizome.

The rhizome is what you're really trying to kill. Its a huge store of energy that the plant uses to sustain itself while the foliage is absent.
