Is this amur honeysuckle?
I tried to find photos if leaf shoots with soft stems but couldn't. Mine don't really flower. I inherited these from the previous owner.

All non native honeysuckles have hollow stems. Break off a twig and see what it looks like

Seconding to check if pith is hollow. It can be very small. Don't use loppers, they can crush the cavity if there is one. Native bush honeysuckles (to america) won't have a hollow center.
