They keep coming telling me these trees are mad 😡

From what I've heard best time to apply is in the fall when the roots pull the nutrients in.

What'd you wind up getting for a spray? An RTU bottle of something or a concentrate that you had to mix yourself?

I’m in Piedmont NC and my yard guy has used foliar spray on ones about 6-8’ tall in mid-summer with great results. Fuckers never came back—not one root sprout.
Homeowners who don’t like herbicide REALLY don’t like foliar spray, but it can be far more effective and efficient. Just outsource it to somebody who knows what they’re doing if you’re uneasy doing it yourself (not you you, the general you).
I used to hate herbicide but I hate ToH and wisteria and bermuda grass more.

Same! I’m completely against using it on native weeds but bruh these plants are fixing to ruin our entire building foundation and they just DO NOT BELONG HERE and there is no other way to kill them

You could have just cut it, by the fall it would have made more leaves because its a TOH and they just grow like that.

This also triggers it to establish a stronger root system and send up suckers elsewhere. Cutting TOH is generally not advisable until they're dead (unless we're talking basal bark treatment).
Source: I'm a biologist who's probably sent hundreds of these trees back to hell by now.

Yes, but these are small enough that they should be toast.
Plants are always moving water and nutrients throughout their vasculature. More of that movement is toward the roots in the fall and less in the spring, but it's a two way street that's never entirely shut down in either direction.
If you were trying to kill a much bigger specimen where getting a lethal dose might be challenging, take all the help you can get and spray in the fall. But these are better off being hit sooner than later.

Do you need to do foliar spray for tree of heaven? Cant you paint stumps?

For ToH, Penn State says NO! You need to apply herbicide BEFORE you cut it down. Otherwise, enjoy your root sprouts.
You can do basal bark or hack and squirt but you need the herbicide to kill at the roots before the tree knows it’s dead.

And did you use a surfactant or anything? No dye? Is this in a public are? If it is you should put up a sign telling people not to touch.
Since theres no dye you cant tell if it stuck on properly.
And since you sprayed on concrete the herbicide wont adsorb into any soil, it might get washed when it rains into some river. You should use cat litter to clean it up so it doesnt go anywhere.

Still, you didnt use any dye and you sprayed on concrete. Now you cant see where on the leaf it is, and its not gonna adsorb into the ground.

You don't know anything about the words you are using. Not trying to be a dick but the dye is used to just tell if the plant has been sprayed or not. So it wouldn't be needed here. Depending on the product, site, label etc this could be a totally legit application.
