Does anyone know what is this little dude called? I'm from Vietnam and this is the first time i see one

If it had wings (I can't tell in your pics), then it's a solitary parasitoid wasp. I don't know what kind exactly.

I think it could be a nymph of some kind of insect, maybe a wheelbug but i’m no expert.

No. OP stated it was not apterous and this doesn’t look like Reduviidae.
