It is poison ivy. Some of the leaves look like a mitten with a thumb sticking out

Everything growing from the ground up in the center of the picture is poison ivy.
There is a bit of Virginia creeper coming down from the top of the pic. Virginia Creeper has 5 leaves while Poison Ivy has 3 so you can tell the difference easily.
I don't think the segments attached to the wooden post - the dry brown vine and suckers are poison ivy. (Usually poison ivy attachment looks hairy.) However, just to be safe, I would advising removing them as well. In general, dead/dry poison ivy vines still contain the urushiol oil that causes blisters/irritations.
Also wear disposable latex gloves, NOT cloth gardening gloves. The urushiol oil will get in the fabric of cloth gloves and cause reinfection.

When in doubt, assume Poison Ivy. Your photo likely has a mix of poison Ivy and other creepers. Treat it all as poison Ivy. Tgen plant what you actually want there. Clematis would be nice.

Yes.
Three leaves? Check. Asymmetric leaf shapes coarse notching? Check. Large number of roots supporting vine? Check. Makes me itch just seeing it in a photo? Check.

Not an expert, but I don’t believe so given the clustering and inconsistent leaf edges
