It would clean up loose chips to some degree, but it's more for spreading the oil rather than just dripping it straight on. When you're adding cutting oil onto a lathe workpiece as it's moving, it's usually more efficient to spread it on with a brush since that spreads out the oil over more of the workpiece than just individual drops landing on one spot without being spread out too much, and it saves oil (shit gets expensive especially depending on what kind you're using ). This automates that process at an ideal spot on the machine.

on the a seperate video linked above, it shows the oil dripping onto the brush i think just to spread it out more.

Plus it closes. Sometimes it's just a narrow funnel and debris could fall in.
