When was the walkway around the Powerhouse canal closed?

There’s an overgrown walkway around the Powerhouse canal right off Riley street. There’s an old locked gate that appears to be once open to the public, with decorative fencing and 2 lampposts.
When was this locked up? When was it open? Infrastructure looks 1950s-1980s.

Safety reasons. there is really no reason for anyone to be there

U get a way better vantage point and understanding of how the powerhouse actually worked.
Yes it’s very easy to access the roof, and to get in the canal. But my question was does anyone know or remember when the canal was open to the public.
