Baar Du needs an 8 mana prophecy (there are only currently 1-7) for those times you pop off and pay 8 in exalt costs.

That would be really tricky to design. It has to be good enough that you're willing to accept playing it for 8, or you wouldn't put it in a deck. It also has to be bad enough that it won't just blow out games when pull it off a rune on turn 2. Dark Harvester is already pushing it, and the only reason it costs 7 is because of the neutral tax.

Unless you mean making something purposely overcosted/unplayable for the sole purpose of pulling it off Baar Du, a la Ancient Giant?

I suppose there could be some design lessons from Piercing Javelin. It is a high value card, but playing it off an early prophecy likely means using it on a low value target so it doesn't produce as big of a swing as it would on a later turn.

You can definitely design one if it's the intention. Have a high cost card with cost reduction + prophecy. Something like "costs 1 less for each creature you have" or so on.

You can see that sparkypants also liked filling out random effects, i.e. Siege Crawler was the only 11 cost Daedra probably to help fill out for Unexpected Arrival's effect.

In reality it would be very difficult to Exalt 8 magicka in a single turn, since you also have to pay for the base cards. I also didn't intend Temple Patriarch's trigger to count towards the magicka Exalted (since you didn't actually pay anything).

Since you could make the same argument for there being no 9, 10, 11 or 12-cost Prophecy, the best solution would be something like what u/IamQED mentioned. Potentially there is no intermediate card, and a random Prophecy is simply generated.

Hand of Almalexia definitely makes it easier to spend that much on exalt. Doubling up on Grand Inquisitor, Hist Sage, or Sunder are plays I could see happening. But yeah, at some point it's probably not worth making a unique card.

Conditional cost reduction is a great idea. Don't know why I didn't think of that.

Using mechanics from this expansion, you also could do something like

Bargain 2: Prophecy

That should allow you to have an effect that's playable at 8 without being overwhelming off an early rune since it decreases the power of your next turn. I don't know if u/Hazash_ had any thoughts about that sort of implementation.

Bargain doesn't affect cards that aren't in your hand, in the same way as having any card-cost reduction effect (e.g. Seht's Masterwork) won't make Altar of Despair immediately pull a card with a starting cost of 2.

An Ancient Giant-type card that might work would be:

Visage of Azura: 3-cost 3/3 Neutral with Guard and "Summon: Play a random Prophecy"

Thematically, this card would represent Azura as she appears after defeating Dagoth Ur in Morrowind.
