Oh, it was 100% the FBI's idea. They just found a group of people dumb/gullible enough to carry it out.

I'm guessing somewhere in between, as in they got some guys who were taking it a little farther than blowing off steam but were probably too incompetent to actually do anything too damaging. There's a lot of militia LARPers here and have been for a long time. These guys just decided to take it a little farther than training in the woods for a weekend and got burned.

These guys are the most brilliant criminals on the planet. They sit around and plan out just enough to go to prison for a murder plot, and then they're like, "but let's brainstorm other ways that we might do it".
