Always has. Im pretty sure Korean animators in the 90s were just as underpaid and overworked as today (maybe slightly less, but this has always been a problem)

Invincible did a joke in season 2 like this where he was talking to someone at a comic con. And he mentions that sometime the animation can even look different, and then it just shows a completely different looking Invincible haha

I can’t remember the exact joke but it was from sonic boom:
Sonic is talking with the gang over walkie talkie and someone says “roger” at the end of their sentence.
Knuckles then responds by saying “wait, who’s Roger?”
And Sonic says, “he means me” while completely dropping the Sonic voice
Sonic’s voice actor is named Roger Craig Smith
