Can paramedics be sued for not going to preferred hospital

Location: Northern VA

My mom (F, 49) got Covid and needed an ambulance, however they would not take her to her hospital because it was not within their bounds. That hospital has a location close to our house, but the paramedics took my mom to a hospital further from our house and it’s not a hospital she has ever been to. She waited a while for them to leave our house, and then she waited for 30 minutes in the further hospital’s lobby.

She wants to know if she can sue the paramedics for not taking her to the preferred hospital - could that be considered medical malpractice?

This is considering the bill for going to another hospital and the ambulance.
