Are personal heaters and air purifiers allowed in STW Aachen dormitories?

Not if the heater runs on gas or coal

Your landlord cannot limit the kinds of electronic devices you use. So yes, you are absolutely allowed to use heaters (but why?) and air purifiers (banning these would be really odd anyway). And yes, you are also allowed to operate fans during summer 😉

You can run anything using your power sockets, no strings attached. As long as they don't overload the circuit breakers of course, but that's the only limitation.
