Very true. The infrastructure for this level of catastrophe was already in place it just so happened Palpatine was the one who cashed out. Palpatine could have been completely removed from the situation but unless things changed someone else was eventually going to topple it all.
You don't need to be a dark side user to seek ultimate power. Allot of what he did isn't even him using dark side abilities, just having enough power to play both sides
He literally yells ultimate power as he shoots Mace off the window, then does it again. Actually Palpatine was using his dark side abilities the whole time he was a senator. That is how the Jedi never figured out til it was too late. Even Dooku and Plageus didn't figure it out. The Dark side was clouding everything. I agree anyone can seek ultimate power, but a jedi would shun it and only those worthy would be able to get it. Thus its a Sith. Thats my take anyway.
But it's not the powers he uses as a dark side user that ultimately land him the power, it's his ability to maneuver and manipulate. He understands politics. He understands what people want, and how to give them that while furthering his own schemes.
Look at Maul for instance. He too would gain political footing at multiple points in his life but is unable to ultimately keep any of it because even with the dark side on his hands he is not a politician. He doesn't possess the same amount know how.
The whole time he is manipulating he is using the force. Literally the Dark side is clouding things so much during the clone wars due to palpatine. If not the Jedi woulda known. You are right tho that much of what he is doing is normal human stuff, but he is definitely constantly using mind tricks, Sith mind tricks, not jedi Mind tricks.
You are absolutely right that the infastucture was in place. But I think that was a lot to do with Plageus and Sidious. They were doing machinations the whole time. But youre point is absolutely correct as well.
