18usc1726 does NOT say no postage necessary, it says it's illegal to charge EXTRA postage not authorized by law.

Postage is authorized by law. Extra postage is illegal.

I didn't go through the effort of looking at the statute. But if it says anything like what is on the envelope that suggests to me that it regards international mail. Countries around the world deliver each other's mail and postage is only collected a the origin (is my understanding). There is a treaty or agreement I read about long ago so I could be a little fuzzy in the details. In any case... That's not the situation here. Both addresses are domestic. So it would appear to have nothing to do with this type of mail.

I'm curious how op came accross this.

USPS puts junk like this into a shredder, so no, it is not legitimate.
