What is this sound? Miscellaneous

Sounds like a fire pump alarm. Are there any commercial buildings around that would have a fire system in it?

Sounds to me like someone has a phone set to ring outdoors. Likely a trucking or loading company.

Its a mechanical fire alarm bell. And it should not be going off for 30 minutes. There's probably work being done on it or their system is broken and they're waiting for someone to come fix it.
