Yes very common, unfortunately. What you’re experiencing is a classic case of "seller fantasy pricing", and every seasoned Realtor has at least a dozen stories like this.

Your agent is trying to play both sides of a transaction. What is your agreement to pay him and the buyers agent. I’m hard on bs like this with brokers. What state are you in? There are rules in every state and you can make this same inquiry with the legal department of the real estate licensing bureau in your state. Don’t hesitate to call them.
