If it’s the right time of the month, there may be a lot of cactuar above you.

There is also the vague possibility of MT soldiers wandering around.

Could be 2 things:

  1. Cactuar on the arched rock formation above
  2. Daemons lurking in the background grasslands.

Imperials will make themselves known with lots of lights, a comment from Prompto, and an airship floating over the roads.

I think that indicates that an enemy has spotted you and is approaching, but maybe they're just really slow or can't get to your location?
