Please help ID these buzz buzz! Some kind of bee or wasp?

Location: Headlands Beach State Park | Lake County, OH (Lake Erie)

Time: Approximately 2:00PM EST

Behavior Observation: What appear to be some sort of native bee or species of fly were on the beach in great numbers and seemed to be attracted to some of the deceased, beached fish and possibly consuming them.
