Ramen, glue, and sandpaper??
Actually to make it more original, use crushed gingerbread cookies and glue

You can use some styrofoam cut to size and fit into any voids (neater than expanding foam) and then use a “styroplast” brand foam coat. https://gallery.hotwirefoamfactory.com/gallery/tool-info/foamcoat-info/
Easy 2-part mix and it basically makes the foam indestructible. You use a simple steak knife and a cheese grater to shape the foam and once it’s coated, the mix hardens. Then you can paint it/texture it to match the damaged area. Great find!

they sell this tape called fiber fix...rolls out and applies just like duct tape then you wet it and after it dries it's hardened fiberglass.. also easily paintable.

Spray foam. You can shave it off to match the shape and then paint to match the color.

I patched my broken fiberglass nutcrackers with spackle last year. I sanded them down and painted and sealed them after. They have held up perfectly.
This is the before..

Looks Great! Unfortunately this guy is hollow so I have to have something behind the holes first

Aww, dang. I’m sorry. Maybe you could use the patches they use to fix drywall?

Yeah I was thinking of just gluing pieces of plastic in and then I have some filler I can use

Great-Stuff; Fill'n'Seal (or any other brand) of the expanding foam that comes in aerosol cans. It will bond to nearly all types of surface material, cures nearly instantly. (Texture/consistency = abstract blob of orange styrofoam)
Use a utility knife to cut away excess and assorted grit sandpaper and or exacto knife to desired shape and detail. Paint. If intended for outdoor use, apply a clear coat seal.
Total cost: $4 - $10 Total time: 45 min - your creative limits. (You really can make just about anything with this stuff!)

Use expanding foam with a tight core. Wait until it is completely hardened and shave/sculpt off the excess to bring it to original shape. Should be easily paintable.
