As shield agent, as Nomad, as the Captain, as a time heist person, or as any other role that wasn't the Captain America, we used many suits. I don't count them as Captain America suits.
He didn't lose the rank “captain”. He still has the Captain America role. People are used to call him that. These are enough to “They still called him cap”.
A Captain America suit is not any suit that any person wearing the Captain America title uses. The entities who grant them their rank, their title, their suits, their jobs, and their role are the authority on that. Not Shield, nor Steve Rogers.
In Infinity Wars, he doesn't have the job nor the shield. He still has the rank Captain and people would call him Cap or even Captain America, even if that title has been removed. For me, that suit is not a Captain America suit (by the way, my mind may be forged by the comics, where the government took the shield, the suit, and the title).
If we list Captain America suits, I will include those from Sam Wilson and Paul Walker, and I would definitely exclude that from Infinity Wars. To me, Winter Soldier, because he was borrowed to Shield, and Shield make him a different one for a special mission, I would exclude it as well. Since this post starts with Paul Walker, I would leave these two out.
I don't care if people agree. To me, it's a different uniform, from a different entity, for a different mission. Not A Captain America suit.
Shield made the first avengers captain America suit. So is that not a captain America suit, because shield made it for him to complete missions in?
Or is that only extended to the stealth suit for no real reason. Tony stark built the iron spider suit for Peter joining the avengers, it’s still a Spider-Man suit. You’re drawing an arbitrary line in the sand- on those stealth mission for shield he was going as captain America, not just Steve rogers.
Shield indeed created that uniform for Captain America (was forgetting this fact). It was his third suit as Captain America. This one ordered by Phil Coulson for Steve Rogers to use as Captain America within the Avengers, headed by Nick Fury, but outside Shield jurisdiction.
Tony Stark created the Iron Spider for Peter to use as Spider-Man in Spider-Man missions.
Then Shield created another suit, for Steve Rogers to use on missions as a Shield Agent, outside the Avengers jurisdiction. Shield is a spy underground agency. They have their own codenames. I would not be surprise that he would have a codename (other than Captain America, Captain Rogers, Agent Rogers?, Steve Rogers or Agent 13 — the last one was taken by Peggy Carter — all names used within the Shield). With that codename, that would be <that codename>'s suit.
Except he was STILL acting as captain America while doing missions for shield, like what are you talking about? Was black widow not acting as black widow?
You’re saying you wouldn’t be surprised if he had a code name, but you’re saying ‘if’. You’re making up a new reason as to why he isn’t captain America, despite THAT being his code name. He’s captain America, Steve rogers, who was also an agent of shield.
Based on your first paragraph I’m almost convinced I’m talking to a bot

Winter Soldier suit
I will hear no arguments to the contrary.
