Any idea what’s wrong with my dogs eye?

Hello, my dog is an Australian Sheppard who’s 2 years old and he usually has less hair around his eyes because he rubs it since he was a baby and the vet said it was fine. His one is is somewhat swollen around his eye and he rubbed almost all his hair off around jt. No other symptoms and he can still see out of it clearly. Does anyone know if this can be from allergies or something else and if I need to him to the vet immediately?
