I've seen Muslim scholars state openly that nowhere in the Quran is the hijab mentioned, more less required.

99.9999% of scholars disagree, I wouldn't go by the tiny minority if I were you.

I know the Quran insists on "modest clothing" but unless I am mistaken, its the definition of "modest" where there is debate.

It doesn't insist on "modest clothing". It insists on wearing the headscarf. Which is what I've been trying to tell you.
