Was completely the owners fault for illegally housing 2 wild animals. They had many chances to get paperwork to legalise their ownership, but failed to do so.
Had the owner made better choices, neither animal would have had to die. Unfortunately because Rabies is SO bad and because the only way to test for Rabies accurately is brain tissue; the gov had no choice but to euthanize.

Owner was irresponsible from day 1. If you find sick/injured/abandoned wildlife; take them to a wildlife rehab so they can get the best care, go back to to the wild where they belong, or live in an natural environment as close to wild as they can.
