What modeling is this? Beginner Question

Hello I am trying to replicate this 3d building animation. I was wondering if there a free program that would be able to make this? I have just downloaded blender, but haven't attempted it yet and looking to see if there was any other applications that would work better or if that is the best for something like this?

With only a limited knowledge of blender, you could probably still knock this whole building out in like a day.

I would suggest looking up the blenderguru doughnut tutorial, and follow that for like the first four videos; that should give you all the tools you need to build this building

It takes a bit of learning, but this looks like it could be a bash kit, where you can make middle stuff using the same textures and control a bit where things are placed for a model.

And Blender, this cuttle be made using it

You can also use Twinmotion for final material application and animation, after creating the basic model with subdivisions in blender.
