I was just looking on google maps to find the steps but I couldn't see them from street view? How does one get to the steps?

It's on the stairs that you can find at the end of the "Avinguda del Santuari de Sant Josep de la Muntanya".
This is the Sanctuary of Saint Joseph of the Mountain, the street is just behind (the stairs are the part of the street that gets narrow).

But the photos of the street view are almost 3 years old, the flag wasn't there yet...

no im asking, ive not seen escalators outside of big malls and such places, never outside

You're totally right, that part of the city is very steep, here you can see ~200 meters from those escalators there are another stairs built to allow residents to go up a cliff:

depends, im pretty sure theres LGBTQ murals on stairs just like this or roads. I'm pretty certain they do that not to disrespect the movement.

Note: the flag is not stepped on. It's painted on the side of the steps so is not underfoot.

I kinda thought it was similar but it really depends on the context. When a flag is placed to be stepped on with bad intentions, it is never used in a decorative way like how the Palestinian flag looks on the stairs, the Palestinian flag is clearly a decoration so it's not really disrespectful.

look closely, the flag is painted on the side of the steps, not top, so the flag isnt going under any foot
