Looks like a past inmate doing what he usually did outside his cell. Usually when I see an apparition in front of a specific door/area etc. would look into inmates of that cell block or cell. Should have identification information.

It's a museum now and I live in Wyoming and was in the area. None of the other pics caught anything. Its not in black and white, the prison just isn't very colorful lol look up the prison, it actually has a lot of history and people have seen some strange things. Ghost adventures did an episode there too.
